In my opinion this is all a ploy to get past the elections in November before they announce what they are going to do....my opinion is that they will upset their base with the decision so they are just stalling...just another behind the scenes under handed Obama deal....wouldn't it be nice if for once out government really did things out in the open....wouldn't that be transparency?????
